Omar Phipps: No, you can participate from outside or within the USA. In order to be eligible though, you need to be lawfully present in the US if you are applying from inside, meaning an illegal immigrant or someone who is out of status, even if "chosen" in the lottery, is not eligible.
Raye Tredennick: nope in fact you really can NOT be in the USA when you apply......the next big question is are you from a country that you will be able to apply for the green card lottery..many places do not allow you to apply.............

There are some restrictions on the country you live in/are a citizen of though, only citizens or people whose parents/spouse are citizens of certain countries can apply.
